Senior care costs vary depending on the type and amount of care required. In Victoria, a private nursing home room costs $7,908 per month, nearly twice the cost of assisted living care. A semiprivate room is $4,943. While these costs initially seem higher than homemaker and health aide services, they may end up being similar when seniors factor in rent, utilities, meals and property maintenance. Residential facilities for seniors typically include these fees in their monthly or yearly rent for residents.

Qualifying low-income Victoria seniors can utilize Medicaid for long-term care. You can have Medicaid and Medicare, a nationwide health insurance program for elderly citizens, at the same time. When a senior uses both insurance programs for assisted living expenses, healthcare providers bill Medicare first because it’s considered the primary insurance policy. Medicaid picks up many of the services not covered by Medicare, though seniors may still have some out-of-pocket expenses.
Income and asset limits apply for Medicaid recipients in Texas. As of 2019, Medicaid applicants age 65 and older must not earn more than $771 per month. This figure increases to $1,057 for married applicants.
Asset limits are capped at $2,000 for individual applicants and $3,000 for married couples. If only one spouse applies for coverage, then the asset limit remains at $2,000.
Income limits are higher for institutional and nursing home Medicaid recipients and those who need Medicaid waivers or home and community-based services. Single applicants have monthly income limits of $2,313, while married couples can bring home up to $4,626 per month.
The STAR+PLUS Waiver
The STAR+PLUS waiver is a managed care program that limits enrollment, so not all applicants will get approved for services. This Medicaid program covers assisted living expenses as well as respite care, so caretakers can have a break from their duties. The program also offers in-home support, such as meal delivery and adaptive aids, designed to prevent program members from being placed in a nursing home.
The Community First Choice (CFC) Program
The Community First Choice program, commonly called the CFC, is an entitlement program. That means that qualifying applicants are approved, and benefits are guaranteed for these applicants.
This program provides funds for personal care, and it also covers expenses related to in-home support. Examples include:
In addition to meeting income and asset requirements, applicants must typically require assistance with at least one essential daily task, such as bathing or eating.
Primary Home Care
As the name implies, Primary Home Care is a Medicaid program that helps cover expenses for personal care in the home. Unlike many other programs for seniors, this program lets participants select their own caregivers rather than choosing them from a list. Qualifying family members can even become paid caretakers through this program.
Day Activity and Health Services
Day Activity and Health Services is an adult day care program for members who wish to avoid nursing home placement and remain under the care of their families. This Medicaid program gives caregivers time away from caretaker duties during the day. It covers adult day care and other health services that occur up to five times per week during traditional business hours.
Senior Bridge Loans
Elderlife Financial Services offers short-term bridge loans for seniors who are currently unable to afford assisted living expenses but anticipate having enough funds to cover these expenses in the near future. Funds are available in as little as 24 hours and are sent directly to the senior living community or home care agency of your choice.
Seniors interested in bridge loans have the option to apply alone or with a group of family members. Up to six family members can cosign on behalf of the intended recipient. Approved funds are distributed as a line of credit or as a one-time lump sum payment.
SSI State Supplementary Payments
Seniors who receive federal Social Security Income payments can also apply for SSI state supplemental payments. These are state-funded payments available for qualifying applicants in 46 states, including Texas. These funds are limited to Medicaid recipients who currently reside or have a need for residency in a nursing home or intermediate care facility.
The Texas Department of Health and Human Services (HHS) administers these state-funded payments. Dial 2-1-1 to find an HHS office in the Victoria area, or visit the My Texas Benefits site for information about local offices.
Senior centers provide a safe place for seniors to socialize, exercise and enjoy free or reduced-price meals through programs such as Meals on Wheels. Senior centers are typically open on weekdays, but some centers offer weekend events.
