Low-income Texas seniors who receive Supplemental Security Income or who require long-term care may qualify for Texas Medicaid or the state’s Medicaid buy-in programs. Covered benefits include doctor’s visits, hospital care, lab work, X-rays and prescription drugs. Vision, hearing and dental care benefits are also available. Managed care organizations deliver most Texas Medicaid services.
Individuals who receive SSI are eligible for Texas Medicaid. The program may even pay for care received up to three months before the start of SSI benefits. For more information, potential applicants can visit YourTexasBenefits.
Medicaid for long-term care is available to low-income Texas residents age 65 and over who demonstrate the need for 30 or more days of nonstop, long-term care. To qualify, applicants must not own or be in the process of paying for items over a designated value. This excludes vehicles, houses, burial funds and some types of life insurance. The state provides a screening tool to help potential applicants determine whether their income and assets fall within the approved range.
The Texas Medicaid buy-in program is for working individuals with physical, mental, intellectual or developmental disabilities who need medical coverage. To be eligible, applicants cannot reside full-time in a nursing facility, state hospital or intermediate care home for intellectually disabled individuals. Qualified individuals can buy into Texas Medicaid services for a monthly cost.

Texas Community Care for the Aged/Disabled
Overseen by Texas Health and Human Services, CCAD helps low-income seniors at risk of nursing home placement, extending their independence by providing them with personal services at home or in an assisted living facility. The program also covers personal emergency alert systems, which reduce the need for constant oversight. Other benefits include consumer-managed personal attendant services, which allow an individual to select a caregiver. Seniors can choose a family member to be their paid personal attendant. Residential personal care is offered to individuals residing in assisted living facilities.
While benefits may vary depending on the applicant’s living arrangement, certain standard eligibility requirements apply. Only legal Texas residents may apply, and an applicant’s income must not exceed three times the Supplemental Security Income payment. The applicant’s assets must not exceed $5,000 for individuals and $6,000 for couples, although this amount may vary by benefit. Applicants who are eligible for similar services through Medicaid programs should not apply.
Interested individuals should contact their local Aging and Disability Resource Center for further information or to apply.
VA Aid and Attendance Program
Eligible veterans and surviving spouses seeking financial aid for assisted living services can find help through the VA Aid and Attendance Program, which provides funding to offset the expenses of assisted living. To qualify, applicants must be 65 or older and need help with activities of daily living.
The application process can be confusing due to the complexity of the program’s eligibility requirements, which factor in unreimbursed medical expenses. For further information or to apply, potential applicants should visit their local VA benefits office.
Assisted Living Bridge Loans
Short-term funding for assisted living may be acquired through an assisted living bridge loan, which can fund up to 12 months of payments. While loan interest can be high, this program may be a viable option for seniors awaiting benefit approval or cash from a home sale. Bridge loans can also help with initial expenses of assisted living, including moving costs.
Because a bridge loan can have multiple co-borrowers, individual creditworthiness carries less weight, improving chances of approval. When family members, rather than the service recipient, apply for a bridge loan, the senior’s age and health don’t impact approval odds. Lenders require information regarding the anticipated source of permanent funding.
Bridge loans can be taken as a lump sum or as a line of credit, depending upon need. Once an application has been submitted, the approval time is often very fast. For further information on assisted living bridge loans or to apply, contact Elderlife Financial Services.
