Financial Assistance for Assisted Living in Glenwood

Medicaid in Iowa

In Iowa, Medicaid operates under two separate plans: IA Health Link and the Medicaid Fee-for-Service program. The Fee-for-Service program is typically accessed by those with special circumstances, such as medically needy individuals and those with presumptive eligibility. Most Medicaid beneficiaries in Iowa receive coverage under the IA Health Link plan.

The IA Health Link plan is a managed care program that includes case management services, and it’s administered by managed care organizations. Its beneficiaries consist of families with young children, pregnant women, disabled persons and seniors. The plan covers the cost of a variety of health care services such as primary care, rehabilitative services, lab services, hospitalization, mental health services and skilled nursing care. It also pays for necessary medical equipment and prescription medication. Seniors who require financial help with the cost of assisted living may be eligible for additional coverage under one of the state’s Long-Term Support Services options.

To be eligible to participate in IA Health Link, applicants who are aged 65 or older must have a maximum income of $771 per month and no more than $2,000 in countable assets. Couples who are married and applying for benefits together may have a combined income of up to $1,157 per month and $3,000 in countable assets. Although all sources of income are considered, some assets are exempt, including the applicant’s house, car and personal belongings.

Elderly Waiver

The Elderly waiver helps seniors pay for the cost of long-term care. The program covers a variety of services for those receiving care at home and in care facilities including adult day care, assistive devices, mental health outreach, skilled nursing care, personal care, nonmedical transportation and respite care. This waiver allows consumer direction in some cases so seniors may be able to pick and choose the services they receive.

To qualify for the Elderly waiver, seniors must be at least 65 years old, legal residents of Iowa and U.S. citizens. They also must be determined by the Iowa Medicaid Enterprise to require a level of care that meets the services provided by the program. Financially, applicants must be eligible for Medicaid. Enrollment for this waiver is capped at 10,674 participants, so there may be a waiting list.

Other Financial Assistance Programs for Assisted Living

Program for All-Inclusive Care for the Elderly

PACE programs are available throughout the United States and provide seniors with access to all-inclusive, managed care. In Glenwood and throughout Mills County, Immanuel Pathways provides PACE services. Although PACE doesn’t directly cover the cost of assisted living, the services it provides can enhance the quality of life and reduce outside costs for seniors who reside in assisted living facilities. These services include primary care, skilled nursing care, emergency services and social services. 

While this program is free for participants who are Medicaid-eligible, those who don’t meet the financial requirements may be required to pay for their care. The amount paid is determined on a sliding scale, which means that some will pay only a portion of their costs while those with higher incomes may be required to pay privately.

To qualify for the Immanuel Pathways PACE program, applicants must be at least 55 years of age and reside in the program’s service area, which includes Mills County. Participants must also undergo a care assessment and be determined to require a nursing level of care yet be able to reside safely outside of a nursing care facility.

State Supplementary Assistance

Iowa’s SSA payment is a cash benefit for eligible seniors and disabled persons to help them meet their needs and pay for costs that aren’t covered by Medicaid. The amount of the benefit is based upon the recipient’s living situation, and those who live in residential care facilities are eligible to receive up to $991 per month. 

To qualify for the payment, seniors must be 65 years of age or older and receive the federal Supplemental Security Income benefit.
