Texas Community Care for the Aged and Disabled
The CCAD program is a non-Medicaid service designed to help at-risk Texas seniors maintain their independence and avoid placement in a nursing home. Managed by Texas Health and Human Services, this federally funded program delivers services to seniors in assisted living communities. The program covers the cost of care management and provides an aide to assist with activities of daily living, such as bathing, dressing and grooming. The program doesn’t cover assisted living room and board expenses.
CCAD is open to legal Texas residents with monthly incomes below $2,313 and no more than $5,000 in assets. Married couples are limited to an income of $4,626 per month and $6,000 in assets. To qualify, individuals must be disabled or functionally impaired and demonstrate a need for assistance when performing activities of daily living. Seniors receiving similar benefits through Medicaid programs are not eligible to apply.

VA Aid and Attendance Program
The federal VA Aid and Attendance program provides funding to veterans in need of long-term residential care that may be used to pay assisted living costs. The A&A program is open to veterans or their surviving spouses aged 65 and older not currently receiving a VA disability pension or VA Housebound program benefits. To qualify, applicants should meet one or more of the following requirements.
- Be bedridden (excluding short-term convalescence)
- Need assistance performing activities of daily living
- Have vision limited to 5/200 or less in both eyes after correction or a visual field restricted to five degrees or less
When applying, individuals should supply a physician’s report with information detailing their qualifying condition.

Assisted Living Bridge Loan Assisted living bridge loans from Elderlife Financial Services offer terms of up to 12 months and may be disbursed as a lump sum or a line of credit. The rapid turnaround time of these loans makes them a viable option for seniors who need immediate assistance to pay for the transition to assisted living. The borrowed funds may be used to cover initial move-in costs as well as monthly rent and care expenses.
Seniors may include up to six family members on their application to increase the likelihood of approval.
