I visited this facility

Prestige Senior Living at Manteca seemed nice. It's just too expensive for me. They had a lot of amenities, but I don't need that type of care. The staff was very friendly, very attentive, and they care for their client. They had an exercise room, and I liked the way their dining room was set up, and they offered laundry service. I like the way it was laid out. I just don't need assisted living. The facility was quite clean.

I visited this facility

We went to The Commons on Thornton. It was beautiful, actually. It was really nice, and the people looked so kind and so helpful. If I were to pick a place, that's where we would have put my aunt. We just decided not to, but it was very nice, very clean, and when we walked in we just felt good. The residents were happy, they were walking around, and it was just very welcoming. Even when I walked by rooms, people had their doors open, they were very friendly, and they enjoyed walking up for me to see a furnished place. It reminded me of a cruise: people come out of their rooms, they all meet, they play cards, but it was kind of distant because of COVID. But people were just enjoying themselves and were happy.

I am a friend or relative of a current/past resident

We chose Rose Place Memory Care for my husband. We needed a quick emergency placement, but also one that was affordable. He has been placed, so we are good for now. It is strictly for dementia and Alzheimer's patients, so it's very locked down and very secure. I have met quite a few of the staff, and I like them. I feel comfortable with him there. Communication has been good because he has needed quite a bit of medication adjustments, and sometimes I need to talk to him for a few minutes to calm him down from his severe hallucinations. They are on top of it. They let me know about the upcoming vaccine, and once the vaccine was done, how he was doing. There is really good communication. The facility itself is a little older. I don't want to say it's run down, but it was a little older. He's getting good care, though, from the people who work there. It's a good central location and it's easy to access. They have a good relationship with local hospice organization because he's also getting hospice care and that's a nice plus for me.

I visited this facility

We chose The Commons on Thornton for my father. We're waiting for his doctor to release his medical records, and then he'll be moving in after that. We were very impressed with it. The residents themselves seemed very happy and engaged. The staff was very friendly. It was very clean and very organized, so we were very, very happy with what we saw. We did not try any food because of COVID, but we could smell it, and it smelled delicious, so I think it's probably good. They have several activities. They have some of the things that they do normally have that they have rolled out throughout the year that they're not able to do that right now because of the COVID, but they do have an exercise class going one day. We've visited three times, so one day they were having an exercise class and everybody was spaced out more than six feet away. They have a library so there were people in the library and some were reading, some were at a computer, and a few were playing cards. There's like a café, so there were people in the café. They were enjoying a cup of coffee or whatever, then they had residents and staff together, so that was nice to see. He's in assisted living, so it'll be a studio apartment. They come in I believe it's once a week, they clean it, and they do their laundry for them. Food and drink is available 24-hours, the meals are three times a day, but they do have snacks available. In my opinion, the three times that I was there it was very clean, the layout is nice, it's not confusing. They don't have like special events or anything right now, but if they're on a normal day when there's no COVID it's very engaging with the residents. Even just walking the house, the people group them by name, and were very friendly, so you could tell they engage with them. They don't have all the things that they would normally have. They have what they can right now.

My tour at The Commons on Thornton was very informative. They went over everything as far as what they had to offer and the prices. The person who gave us the tour answered all our questions. They also told me about all the activities and amenities that they had.

I visited this facility

The Commons on Thornton was beautiful. I wish I could live there myself. They have everything. The rooms were very nice and well sized. The staff was very welcoming. The dining area was like a restaurant. I felt like I was on a cruise ship. It seemed like 4-star dining, and you could go in between mealtimes and get food. There were residents playing cards in one of the common areas. It's like a little community.

I am a friend or relative of a current/past resident

My mom is now at Manteca. It is an older place, but they're making it look better. I don't particularly care for the staff. I didn't pick this place, my mom did. The reason why she did was because of the spacious room, and because she was able to have a two-bedrooms, one-bath that would allow my sister to come and visit for two weeks. The first couple of nights were hard for my mother, so I went to the staff and asked, "What would you suggest to make her feel more comfortable?" That would be a question that they should be able to answer in an effective way, but she said, "Well, that's not our problem; that's something the family has to work out." That could have been handled differently. The staff isn't my greatest ally. If we have problems, we're going to have to figure it ourselves. We chose Manteca because they were pet friendly, they had the room available, and they let you have a visitor for two weeks. My sister also has a dog, so she and her husband were able to come down from Idaho and stayed two weeks within the community, and my mom has a place to house them. That's the only reason why we chose them.

I visited this facility

Prestige Senior Living at Manteca was the most wonderful place I've seen. It reminded me of a 4-star hotel. The rooms were nice sized and had a living area, separate little kitchen, bedroom, and bathroom. It looked like a regular little apartment to me. The dining room was huge. The activities were pretty nice, too. They had a pool room, a little library, a kitchen, cooking demonstrations, happy hour on Fridays, a room where they do yoga, an exercise room, and a separate dining room if you wanted to have birthday parties for your family.

I am a friend or relative of a current/past resident

My aunt has moved into Camlu Assisted Living. It is nice and I like it. However, I wish they had more activities for her to do, i.e., more games and card games. I also wish there was a wider variety of food and that they had a separate lunch and dinner time. The staff members are fantastic. They're very nice people. The room looks nice and clean.

Care Cost Comparison

As with other areas, senior care costs in San Joaquin County vary depending on the type of care provided and the number of service hours per week. Nursing home care costs more than double that of assisted living, while 44 hours of weekly homemaker or home health aide services are $1,457 more than assisted living. The least expensive senior care option is adult day health service, also known as adult day care.  When weighing the total monthly price of senior care, it’s important to remember that residential care services, including assisted living, cover day-to-day living expenses such as utilities, accommodation and home maintenance.

Financial Assistance for Assisted Living in San Joaquin County

Medicaid in California

Medicaid was established by the federal government in 1965 to provide free or low-cost limited health services to low-income Americans. In California, Medicaid is known as Medi-Cal, and as a Medicaid-expansion state, it covers one in four residents through funding provided by both the state and federal governments.

California seniors who qualify for federal Supplemental Security Income benefits are automatically registered in Medi-Cal; they only need to complete additional screening if requesting Medi-Cal-funded long-term care services. 

All other seniors 65 and older who earn less than $1,242 per month ($1,682 per couple) and own less than $2,000 in countable assets ($3,000 per couple) may also qualify for no-cost Medi-Cal coverage. Some assets are exempt, including a non-revocable burial trust worth up to $1,500 and a home that is the principal residence of the applicant.

Unlike other states that limit the value of the exempt home, California doesn’t place an upper limit on the appraised value of the applicant’s principal residence due to the exceptionally high home values in the state. 

Medi-Cal Share of Cost

Seniors with income in excess of Medi-Cal limits have the option to spend down that income to qualify for coverage on a Share of Cost basis. Under a SoC agreement, seniors must spend a predetermined amount on their medical expenses monthly, after which Medi-Cal coverage becomes active for the remainder of the month.

Assisted Living Waiver

San Joaquin seniors who have free, full-scope Medi-Cal coverage and meet the Medi-Cal criteria for nursing home placement may qualify for enrollment in the Assisted Living waiver program. This Home and Community-Based Medicaid waiver provides eligible seniors and adults with a disability with medically necessary supports, so they can remain in their community in an assisted living facility. 

A registered nurse completes ALW screening through the area Care Coordination Agency. Once accepted, seniors may be placed on a waiting list for one of the ALW program’s participating facilities in San Joaquin County.

Other Financial Assistance Programs for Assisted Living

Optional State Supplementation

Seniors who receive Supplemental Security Income benefits and need to reside in an assisted living facility due to a disability or age-related deterioration may be eligible for additional state funding through the Optional State Supplementation program

Under the OSS, seniors can receive up to $1,194.37 per month ($42,338.74 for a couple) in combined federal SSI/state OSS payments to help pay for the room-and-board portion of their assisted living costs. Note that the OSS rate is linked to the federal SSI rates and, therefore, subject to change annually.

Program of All-Inclusive Care for the Elderly

San Joaquin County seniors aged 55 and older who have no-cost Medi-Cal coverage or both Medicare and Medi-Cal (dual-enrolled) and meet the eligibility guidelines for nursing home placement may qualify for the Program of All-Inclusive Care for the Elderly. Seniors who don’t meet the financial requirements for Medi-Cal coverage may also be able to enroll in PACE on a private-pay basis. 

PACE is a multidisciplinary, community-based model of senior care that helps the elderly age in place within their own home or an independent living setting. Seniors receive comprehensive, personalized medical and support services, including medication, medical equipment, skilled nursing and primary care needed to help them remain independent and safe. 

PACE services are based at the PACE day health center, and the program includes accessible, door-to-door transportation to and from the center. Seniors receive a personalized case management plan that identifies which services they need to manage acute and chronic health issues, prevent social isolation and promote wellness. 

PACE enrollees may also receive in-home supports such as a homemaker or home health aide, meal delivery or minor home modifications to improve safety and accessibility. Hospitalization, urgent care and rehabilitation services are also included. 

Note that once a senior enrolls in PACE, all of their Medi-Cal-funded services must be delivered through PACE-affiliated providers. PACE enrollees are free to leave the program and resume enrollment in regular Medi-Cal services at any time.
