Financial Assistance for Assisted Living in Moore County

Medicaid in North Carolina

North Carolina’s Medicaid program serves low-income clientele, including senior citizens, families with children, disabled persons and pregnant women. It covers the cost of several health care services and other health care related expenses, including routine care, medical treatments, hospitalization, medical equipment and prescription medications. In North Carolina, the standard state plan also covers the cost of care provided in a nursing home. 

While the state plan doesn’t provide assistance with the cost of assisted living, seniors may be able to access care under the Personal Care Services program, which is a Medicaid waiver that provides hands-on personal care services to seniors who either reside in their own home or in a licensed assisted living facility. To qualify for this program, an individual must have a medical condition, be cognitively impaired or disabled and require daily assistance with activities of daily living, such as mobility, dressing, bathing, toilet use and eating. 

Financially, to qualify for the state Medicaid plan or the Personal Care Services program, single applicants may not have an income that exceeds $1,041 per month, while couples may not exceed $1,410 per month. Asset limitations stipulate that single applicants may not own more than $2,000 in countable assets and couples $3,000. Exempt assets include the applicant’s house, household furnishings, personal belongings and a single vehicle. In North Carolina, a spend-down program exists to allow seniors who don’t meet income requirements to exclude the cost of medical bills from their monthly income.

Other Financial Assistance Programs for Assisted Living

Special Assistance Program for Adult Care Home Residents

This program pays the cost of room and board for seniors who reside in assisted living facilities and other care homes. In some cases, the full cost may be covered but for those with some disposable income, assistance is determined on a sliding scale. The maximum benefit provided by this program is $1,228 per month

To be eligible for this program, seniors must be 65 years of age, have a medically documented need for supportive care and be financially eligible to receive Medicaid funding.

Optional State Supplement

In North Carolina, seniors who receive Supplemental Security Income (SSI) may be eligible to receive up to $887 per month via the Optional State Supplement program. This benefit exists to provide additional cash funding to low-income seniors aged 65 or older and disabled persons who receive long-term care. By providing this supplement, the state intends to assist these individuals with costs that aren’t covered by Medicaid, such as room and board. 

In order to be eligible for this benefit, seniors must receive SSI and meet the same income requirements that are in place for the state’s Medicaid program.
