Assisted living facilities in Cumberland County charge an average of $6,855 per month, which is almost $800 more than the state median of $6,065. It’s also $2,850, or about 70%, higher than the $4,000 national average. Data from Genworth’s 2018 Cost of Care Survey shows that Cumberland County is the state’s most expensive area for assisted living after Trenton ($7,230). In Atlantic City ($5,100) and Ocean City ($4,800), seniors pay $1,755 and $2,055 less per month, respectively.

The cost of senior care varies widely depending on the level of assistance the person requires and whether services are provided at home, in a residential facility or at a group center. Although assisted living rates in Cumberland County are well above the national average, this is not the most expensive type of care. Skilled nursing costs 55% more on average. Homemaker services and home health aides represent an intermediate option in terms of price and the range of services they provide. Adult day health care programs are another lower-cost alternative suitable for seniors who live at home but require daytime assistance. While community-based options have an attractive price compared to assisted living, they don’t include room and board or essential living expenses, which can account for a significant part of seniors’ budgets. To estimate the true price of care, seniors should consider all out-out-pocket costs.

Financial Assistance for Assisted Living in Cumberland County

Medicaid in New Jersey

New Jersey Medicaid, also called NJ FamilyCare, is a state and federally funded health insurance program available to residents unable to afford some or all of their medical bills. It covers a variety of essential services ranging from preventive health screenings to emergency hospital care as well as prescriptions, medical equipment and nursing home care.

Regular Medicaid and Medicaid for the Aged, Blind and Disabled are income-cap programs open to SSI recipients and certain residents with limited income and resources. Individuals who are blind, disabled or aged 65 or older may qualify if they meet the following requirements:

  • Single applicants must earn no more than $1,041 per month
  • Couples must have a joint income of no more than $1,409 per month
  • Countable assets may not exceed $4,000 for individuals or $6,000 for couples


Institutional Medicaid is available to residents who require nursing home care as determined by an independent assessment. The following income and asset limits apply to this program:

  • For individuals, the monthly income cap is 300% of the federal benefit rate or $2,313
  • For couples who both need nursing home care, the limit doubles to $4,626
  • Assets are limited to $2,000 for single applicants and $3,000 for couples 


If one spouse chooses not to apply for Medicaid, they can claim up to $3,160.50 of their partner’s income as a monthly needs allowance. They may also retain 50% of joint assets worth up to $126,420. Essential household items, personal belongings and major assets, including a home worth up to $878,000, are also exempt.

Seniors who don’t meet these limits may still qualify for coverage if they use excess income for medical care. Seniors may also divert excess funds to a qualified income trust since assets held in the account can only be used for certain health-related expenses.

Seniors can check their eligibility or apply for NJ FamilyCare online. Paper applications can be submitted in person or mailed to the Cumberland County Division of Social Services at 275 N. Delsea Dr., Vineland, NJ 08360. Residents may call (800) 701-0710 for more information.

Managed Long Term Services and Supports

New Jersey’s Managed Long Term Services and Supports is a Comprehensive Medicaid waiver program that gives seniors an alternative to nursing home care. This state benefit is available to seniors who qualify for institutional Medicaid based on their need for assistance with at least three activities of daily living. Eligible county residents can choose from several managed care providers and receive services at home or in an assisted living facility. The program includes full health care benefits, case management, delivered meals, assisted living, nursing home care and emergency response systems.

Other Financial Assistance Programs for Assisted Living

PACE

The Program of All-Inclusive Care for the Elderly offered to Cumberland County residents by Inspira Life is a managed care system serving Medicaid-eligible adults aged 55 or older who require a nursing home level of care. The program gives seniors the option to receive long-term care services at home or in a community setting, such as an assisted living facility. This Medicaid alternative provides enrollees with all medical and long-term care services through a single agency. Covered services include adult day health care, personal care, primary medical care, prescription medications, specialty care and medically necessary hospital visits or skilled nursing.

State Supplemental Payment

Cumberland County residents who are aged, blind or disabled and meet the  income and asset requirements to receive Supplemental Security Income may also qualify for a State Supplemental Payment. These monthly payments help residents pay for essential living expenses, such as room and board, in an assisted living facility. The benefit amount is based on marital status, income and living arrangements. Qualifying individuals who reside in licensed residential health care facilities that participate in Medicaid may receive a combined benefit of up to $981.05 per month. For couples, the maximum payment is $1,895.36.

Area Agency on Aging

The Cumberland County Office on Aging and Disabled is the designated Area Agency on Aging that provides a single point of contact for seniors and disabled adults in need of local, state or federal resources. Veterans Services 

Military veterans and survivors can take advantage of government-sponsored services and nonprofit resources. The Cumberland County Department of Veterans Affairs handles bureaucratic issues and performs administrative functions. Nonprofit agencies, such as the Veterans Multi-Service Center, assist with housing, benefits applications and entitlement claims.
