The function of an ALR is to provide personalized assistance through:

- Recreational activities
- 24-hour supervision
- Provision of health services as needed

The Washington DC law states that “quality, affordable assisted living residence care should be accessible to all individuals residing in the District regardless of income.” To this effect, assisted living in Washington DC ranks among the top 20 most affordable areas in the nation.
The median monthly cost of assisted living in the District of Columbia is $4,350 per month or $52,200 annually for a private, one-bedroom apartment, and must be paid privately by the resident or the resident’s family.
Regulation of Assisted Living in Washington DC
For such a small land mass, the District of Columbia has an abundance of governmental departments overseeing the operation of our nation’s capital. Ultimately, assisted living in Washington DC is monitored under the Health Regulation and Licensing Administration. Assisted living communities are inspected annually before the renewal of their license, and at any other time that the city mayor decides.
Staffing rules are strict for the assisted living administrator and other assisted living residence employees. Staff members should hold certification as a nurse’s aide, home care aide or be licensed in a more advanced healthcare field.
In lieu of certification, an employee may complete 40 hours of training in a plan approved by the Mayor, along with further training during the first seven days on the job site. Staff members who are authorized to administer or assist with medication must complete a medication management training course conducted by a certified agency.
Among the many requirements of ALR licensure in the District of Columbia, senior residents can expect:
- Individualized service plans
- Up-to-date resident assessments
- Comprehensive emergency evacuation and fire safety procedures
- Bedrooms of 70 square feet for single occupancy, and 100 square feet for double occupancy
- A minimum of one bathroom per six residents, with no more than one flight of stairs required to gain access.
Additional regulations apply to assisted living residences with 17 or more beds.
