There is a wide range of prices for senior care, and that is especially true in Corvallis, where nursing home care costs an average of $4,304 a month more than assisted living. By comparison, 44 hours of in-home care from a homemaker or home health aide costs about $257 more than assisted living, while adult day health services are the least costly option. Nursing home care is the most expensive senior care option because it involves around-the-clock skilled nursing care in a licensed facility and, like assisted living, includes room and board.

Medicaid, the nationwide health coverage program funded by state and federal governments, provides basic health services to 24% of Oregon’s 4.1 million residents. Each year, Oregon spends about $8.4 billion on Medicaid services, with 41% of those expenditures going toward services for the elderly and disabled.
In Oregon, Medicaid is known as the Oregon Health Plan and is administered by the state through the Oregon Health Authority. Seniors aged 65 and older who earn $2,313 a month or less ($4,626 for couples) and own $2,000 or less ($3,000 per couple) in countable assets may qualify for free coverage under the OHP.
Note that some assets are exempt under Medicaid rules, including a non-revocable burial trust valued at up to $1,500 and a home owned by the applicant valued at up to $585,000 that the applicant uses as their principal residence.
Income Cap Trusts
Oregon seniors with incomes that exceed Medicaid limits may be able to qualify for OHP coverage by establishing an Income Cap Trust. Also known as a Miller Trust or Qualified Income Trust, this irrevocable legal agreement places the applicants’ excess income into a trust account that designates the state of Oregon as the beneficiary.
Because the senior no longer has access to the excess income, their declared monthly income is lower, allowing them to meet Medicaid income limits. Upon death, the funds in the ICT are used to first reimburse the state for Medicaid services; any remaining funds are added to the senior’s estate.
Oregon K Plan
Medicaid-covered seniors who meet the criteria for nursing home placement and who prefer to reside in an assisted living residence may qualify for help through the K Plan. Also sometimes referred to as the Community First Choice Option, this Medicaid-expansion program helps seniors age in place in their homes or an assisted living facility by providing medically necessary support services.
If approved for the K Plan, seniors may be assigned one or more of the following services based on their specific care needs:
VA Aid and Attendance Benefits and Housebound Allowance
Veterans and survivors who receive a regular VA pension and are either housebound or need help daily due to an illness or disability may be eligible for a higher VA pension payment through the VA Aid and Attendance or Housebound Benefits.
These two programs provide additional pension funds for qualified applicants. Note that benefits are only granted through one program, even if the criteria for both Housebound and Aid and Attendance are met. Qualifying disabilities do not need to be service-related, and veterans on VA disability benefits are excluded from these two programs.

The Chintimini Senior and Community Center welcomes seniors 50 and older to drop in for a free game of bridge, sign up for a ballroom dance class or catch a movie each Wednesday afternoon. The Center also organizes escorted day trips to local attractions and theaters, organizes social events and hosts educational workshops geared toward older adults.

VA health services are available at the Eugene VA Clinic, an outpatient clinic affiliated with the Roseburg VA Health Care System. Assistance with VA pensions, benefits and appeals is available at the Benton County Veterans Service Office, and the Corvallis American Legion hosts congregate meals and social events for veterans and survivors.

In addition to hosting recreational programs and social activities, the Chintimini Senior and Community Center offers a number of free support services to seniors. Blood pressure checks are available on the second Thursday of each month, and the AARP tax clinic runs from February to April. The Center also has a medical equipment lending program, holds low-cost foot care clinics and Medicaid sessions and provides hot lunches on weekdays. Seniors can also contact the Aging and Disability Resource Connection of Oregon for help with Medicaid and referrals to local resources.
