Care Cost Comparison

The type of care needed is the biggest factor influencing the average monthly cost of care, and in cities like Roseville, this is particularly evident. The average monthly cost of nursing home care is nearly double the cost of assisted living, and the cost of home care services is nearly $1,000 higher than assisted living costs. Home care becomes even more expensive when taking into account the other costs that are associated with remaining in the home, such as rent, utilities and general home maintenance, all of which are usually included in the cost of assisted living. Financial Assistance for Assisted Living in Roseville

Medicaid in California

California’s Medi-Cal program is the state Medicaid Managed Care program. There are several waivers under this program that provide financial assistance with different levels of long-term care. The Assisted Living Waiver provides assistance to seniors who have begun to require daily nursing support but wish to continue living in an assisted living facility. It provides these seniors with additional supportive services and helps them avoid further institutionalization. Seniors who participate in the Medi-Cal Assisted Living Waiver program must contribute to their room and board costs.

Seniors applying for this program must require a nursing level of care and be able to continue to live safely in their assisted living community. Financial requirements stipulate that applicants may not have an income exceeding $1,242 for individuals or $1,682 for couples and may not possess assets that exceed $2,000 in value for individuals or $3,000 in value for couples.

To apply for Medi-Cal assistance, seniors can contact their nearest care coordination agency in person or by telephone.

Other Financial Assistance Programs for Assisted Living

Multipurpose Senior Services Program

The MSSP is a waiver program that operates as part of Medi-Cal. It helps seniors access a range of services that may help them continue living in their home or assisted living facility instead of moving to a nursing home. Services that are included under this program vary based on the needs of the applicant but may include nurse visits, respite care, adult companion services and transportation services.

This waiver only accepts 12,000 applicants at one time and does have a waiting list. Eligibility requirements are the same as for the Assisted Living Waiver. Seniors can learn more about the enrollment process by contacting the California Department of Health Care Services.

State Supplemental Payment

Seniors who receive Supplemental Security Income can access California’s State Supplemental Payment benefit should they require additional assistance with paying for room and board costs in an assisted living or nursing home facility. The payment is calculated based on the applicant’s income and needs and pays a maximum of $160.72 each month.

Financial requirements change often for this program, which means it’s best for seniors to contact their local Social Security office or call 1-800-772-1213 and speak with an authorized agent to receive up-to-date information.

Elderlife Bridge Loan

Seniors living in assisted living facilities who don’t have access to Medicaid or other government assistance can contact Elderlife Financial Services to apply for an elder bridge loan. These loans are paid directly to the applicant’s assisted living facility upon approval and are to be paid back by the applicant in monthly installments.

Although eligibility depends on income and credit history, seniors may apply with up to six cosigners to increase their chances of approval.

Long-Term Care Insurance

Seniors who have purchased a long-term care insurance policy prior to needing long-term care can use their policy to pay for the cost of assisted living. Typically, an annual deductible will be required before the remainder of the costs are covered. Eligibility depends on age and health, and plan costs vary between plans and providers.
