Financial Assistance for Assisted Living in Manteca

Medicaid in California

Medicaid is a national, government-funded health plan for needy individuals that provides one in four California residents with essential health services. By law, Medicaid benefits must include primary, long-term and hospital care services, and each state can fund optional benefits, such as dental and vision care, personal care and home and community-based services. 

California’s Medicaid program is known as Medi-Cal. Seniors eligible for Supplemental Security Income are also eligible for basic Medi-Cal coverage and only need to complete additional screening if requesting long-term care services.

Seniors applying to Medi-Cal as an individual can earn up to $1,242 per month and own up to $2,000 of countable assets. Seniors applying with a spouse can earn up to $1,682 in joint income and own up to $3,000 of countable assets. 

An owner-occupied home, one vehicle, an irrevocable burial trust and personal belongings aren’t counted as assets. 

Spousal Asset and Income Exemptions

The community spouse resource allowance rule allows a non-applicant (community) spouse of a senior who needs Medi-Cal coverage to keep up to half of the couple’s joint assets, which is a maximum value of $126,420. 

The community spouse isn’t required to contribute to the cost of their spouse’s care, irregardless of their income. In situations where the community spouse is financially dependent on the Medi-Cal applicant and they have a monthly income at or below $3,161, the applicant may collect income transferred from the applicant in order to raise their monthly income to that maximum amount.

Assisted Living Waiver

The Assisted Living Waiver is a Medi-Cal home and community based waiver for seniors aged 65 and older who require the level of care normally provided in a nursing facility but prefer to live in the community. This waiver enables seniors to reside in a participating assisted living facility instead of being placed in a nursing home by providing the costs of medical and nonmedical care services that are necessary. 

Services provided through the ALW are assigned to participants based on medical need, and these services may include personal care and housekeeping, intermittent skilled nursing, transportation, mobility devices and medical supplies and home-delivered meals. 

Seniors who participate in the ALW are responsible for the room-and-board portion of their monthly living costs.

Other Financial Assistance Programs for Assisted Living

Long-Term Care Insurance

Seniors who have long-term care coverage through a private insurance policy or as part of an employee benefit package may be eligible for partial or full reimbursement of their assisted living costs. 

Long-term care benefits vary with each plan and provider, and in many cases, policyholders need to complete a comprehensive needs assessment performed by the insurance company before benefits are approved. Seniors who have long-term care coverage that includes assisted living costs often need to pay a deductible, which may be levied on a monthly, quarterly or annual basis. 

Program of All-Inclusive Care for the Elderly

Seniors aged 55 and older with long-term Medi-Cal or Medicare and Medi-Cal (dual-enrolled) coverage and meet the admission criteria for a nursing facility may qualify for the Program of All-Inclusive Care for the Elderly. PACE also accepts private-pay participants if space is available in the program. 

This nursing home diversion program lets seniors age in place in their community by providing a wide range of medical and nonmedical services delivered through a multidisciplinary, community-based team. 

PACE participants receive all their Medi-Cal benefits through PACE providers, and many services are performed at the PACE day-health center, including adult day health services. 

PACE services are assigned to each participant based on their unique care needs as identified by the participant, their families and the PACE team, which includes physicians, rehabilitation therapists, social workers and personal support workers. These services may include: 

  • In-home support, such as help with activities of daily living, minor home modifications to improve safety and access to an emergency response system
  • Medical supplies and durable medical equipment, such as mobility devices
  • Home delivered prescription medications
  • Physical, occupational and/or speech therapy
  • Hearing aids
  • Hospice care
  • Daily lunch and snacks at the PACE center
  • Dental care and dentures
  • Vision testing and corrective lenses
  • Transportation to the PACE center and medical appointments
  • Comprehensive case management
  • 24/7 access to medical care


Note: Once a senior enrolls in PACE, the PACE program becomes their health insurer. Seniors are free to leave the program at any time.
