Medicaid is the nationwide health coverage program for low-income children, adults and seniors that’s jointly funded by state and federal governments. In Arizona, a Medicaid-expansion state, the elderly and disabled make up 19% of Medicaid enrollees.
The Arizona Health Care Cost Containment System administers Medicaid programs in the state. To qualify for free Medicaid-funded coverage, seniors must meet specific income and asset requirements.
Seniors who are either collecting Supplemental Security Income and own less than $2,000 in countable resources ($3,000 per couple) or earning up to $1,041 monthly ($1,410 when applying with a spouse) may qualify for either the SSI Cash program or the AHCCCS Supplemental Security Income Medical Assistance Only program. These programs provide enrollees with AHCCCS medical service benefits.
Arizona Long-Term Care System
Seniors who require Medicaid-funded long-term care services, such as placement in a nursing facility, hospice care or home and community-based services, may qualify for ALTCS Long-Term Care coverage if their monthly income is at or below 300% of the federal benefit rate, which, as of 2019, is $2,313 per individual.
Applicants must also own no more than $2,000 worth of countable assets, which includes all cash and bank account balances, investments and the cash value of certain life insurance policies. Non-countable assets include burial plots and prepaid funerals, a home that the applicant owns and lives in and all household effects.
Once an ALTCS applicant has been determined to meet the financial and asset limits for enrollment, they must complete a medical eligibility review conducted by a social worker or registered nurse. Seniors who meet the medical requirements for nursing home placement are assigned a case manager who may recommend one or more support services to be delivered within an assisted living setting, which can include:
VA Aid and Attendance and Housebound Pensions
VA Aid and Attendance and Housebound are two pension top-up programs offered by the United States Department of Veterans Affairs to eligible veterans and survivors. These benefits may be available to applicants who currently receive a regular VA pension and meet the criteria for either Aid and Attendance benefits or the Housebound allowance.
Note: For the purposes of these programs, qualifying disabilities or chronic illnesses don’t need to be service related; however, veterans who already collect VA disability benefits are not eligible.
To qualify for Housebound benefits, applicants must have a permanent disability that leaves them largely limited to their own home, which may be an assisted living facility.
